Council for Technical and Vocational Education and Training (COTVET) GHANA SKILLS AND TECHNOLOGY DEVELOPMENT PROJECT (GSTDP) CREDIT NO: 7875-GH The Government of Ghana has received a credit from the World Bank towards the cost of the Ghana Skills and Technology Development Project (GSTDP) and intends to apply part of the proceeds to eligible payments under the contract for the engagement of suitably qualified individuals for the following positions to be based at the Projects Support (PSU) of the Council for Technical and Vocational Education and Training (COTVET) in Accra. Duties: Assist in developing and implementing guidelines to be followed for potential beneficiaries of the Fund. This involves developing appropriate selection criteria of beneficiaries for each funding window of the Fund; Assist in reviewing strategic plans, business plans and proposals submitted by beneficiaries of the Fund against the guidelines for each window; Assist in providing guidance and feedback to beneficiaries of the Fund; Assist in providing support and answers to queries raised by Fund applicants; Assist in conducting initial assessments and short-listing strategic grant proposals meeting the established criteria for review by the relevant bodies; and Participating in the determination of key selection criteria for Fund beneficiaries as per established priority areas The Grant Officer will work under the direct supervision of the Grant Specialist Perform any other duties required for the effective functioning of the PSU/SDF Required Skills or Experience Must have a university degree in business, management, economic development, social sciences, business administration, or other related fields Minimum three years of relevant work experience in administration and a commitment to acquire additional skills needed for the assignment; Demonstrated ability to serve as an information resource on status of project, disbursements, procurement stages, and tracking of project timeliness; Excellent organizational skills with demonstrated ability to work independently, handle a variety of concurrent activities, rank priorities, organize work efficiently, and deliver assignments in a timely manner often under time constraints; Strong interpersonal and practical problem-solving skills; including ability to communicate effectively, in writing and orally, in English; Highly proficient in computer software application (e.g.

Duties: The FM Officer will assist to: Maintain and update inventory of Fixed Assets and prepare depreciation schedules Prepare withdrawal applications using Client Connection with its corresponding Statement of Expenses and reconciliation of the Designated Account, to be submitted to the World Bank for further processing, and follow up with Disbursement Unit in a proactive way whenever needed until transaction is completed Post all accounting transactions for the project through its automated information management system in a transparent and timely manner, keeping all needed documents attached to every transaction for audit trail Verify that all withdrawal applications are prepared according to instructions in the disbursement letter, and the Annual Operating Plan and informing the Financial Management Specialist of any deviation that needs management attention Adhere to financial management arrangements as defined in the Project Operations Manual, including unaudited interim financial reports Work along with the FM Specialist to prepare the terms of reference for the Project Annual Audit to be submitted to the World Bank for No Objection and follow-up Procurement to ensure the contact follows World Bank and other donor guidelines Perform any other duties required for the effective functioning of the PSU Required Skills or Experience Must be a Chartered Accountant Preferably three (3) years experience in the field of accounting and financial management from international, private or public organization Working knowledge of Fund Accounting and Multi-Currency Transactions Knowledge of and substantive experience in accounting and financial management Competency with financial data systems and spreadsheet processes Familiar with contracting and administrative procedures of a project Expertise in project administration and financial planning Knowledge in financing management of projects is an additional asset Must have advanced computer skills Good command of English Language How To Apply The Project Support Unit (PSU) of the Council for Technical and Vocational Education and Training (COTVET) now invites interested and qualified individuals to submit typewritten application letters and curriculum vitae indicating that they are qualified to perform the services for the position described above.
